If gold were the measure

Quraysh asked why the Qurʾan had not been sent down to a great man of one of the two towns. This surah answers by saying what wealth is worth to Allah: were it not that all people would become one in disbelief, He would have given those who reject Him houses with roofs of silver — and ornaments of gold.
